A strongman always needs an enemy to legitimize himself as the protector of the people whose loyalty and votes he seeks. I believe Ruto is allowing the mistreatment of Kenyans by Uganda and Tanzania to stir up nationalism and redirect public attention away from domestic issues and from himself. He hopes to ride this wave of nationalism into the next election, framing anyone who challenges him as opposing Kenya itself and siding with Tanzania and Uganda.
