This is will be the mechanism that the executive will use to control parliament and senate. No funds unless the legislature passes whatever laws the executive demand, instead of bribing them as they do now. Yet another Uhuruto innovation.

Is it not possible for the President to dissolve parliament ? The MPs should not hold the people hostage for their selfish interests.Anyone with balls to do that will have my vote .

I don't think there is a law that provides the unilateral dissolution of parliament by the president.

But assuming a president could do so, think of the political risks. As CJ, Maraga pushed Uhuru to dissolve parliament based on the 2/3 gender rule. Predictably and correctly, Uhuru ignored.

First, because it was idiotic from Maraga. Secondly, the political consequences are such that the next parliament would switch to self-preservation mode and the president would most likely be impeached.

If not impeached, the executive and legislature would be in constant conflict and everything would come to a standstill.

It is wishful thinking. That is not how the real world works.
