On the left of this picture is government land (forest reserve land) that has been grabbed and sold on to third parties. As you can see, most plots are empty because the owners are uncertain whether they should take the risk. On the right is the Kibera slums. The two are divided by a river (that brown stream). In a fair world, the forest reserve land would have been used to construct better planned housing to accommodate slum residents.
Below is an aerial perspective of the entire area. The forest reserve is demarcated with a red boundary. This area is enough to accommodate a huge part of Kibera in decent housing. That would depopulate the current slums and allow for a similar upgrade on the area currently occupied by the slum. And it need not be high-rise buildings. Even simple one storey buildings would do the trick.
