The legal position maxim is “receiving or giving is both illegal”.
He should be ashamed of himself encouraging police to actively expect bribes.
He should know that just like soliciting and participating in prostitution is a two way street, dealing and using drugs, simultaneous fight and assault between couples etc, so is giving and receiving bribes.
These are colloquially known as reciprocal crimes.
Encouraging and turning a bride eye to bribery promotes it to a way of life which erodes accountability and transparency in policing and should therefore be condemned and should be nipped in the bud.
