I think of all the blaming going around, the most valid is the wanton development of properties without adhering to best practices regarding drainage. And unfortunately, it will only get worse unless those that approve of building plans and ensure they are up to code wakes up.

The bigger problem is water supply since every new apartment is drilling a borehole .

Shouldn't boreholes lower the water table thus allow for more absorption of rain water underground? I'm no expert in such matters and just relying on the Gravitational Theory as proposed by Prof. @The.Black.Templar

In an urban setting the surfaces through which the water can percolate are minimal due to concrete annd asphalt. It is therefore difficult to recharge the water table.

Yep and also the fact that massive rain in short bursts of time leads to surface runoff mostly.
