Igathe seemed quite competent when explaining how they would bring order in the City, he acknowledged hawkers do legitimate biz and hinged their organisation on moving matatú terminals to the CBD's periphery then build markets next to the terminals

Without matatus in the CBD it would be possible to have hawkers use even the back alleys without congesting walkways
