Application was OK'd and the land subdivided into plots.
They were given allotment letters for the plots.
They later got title deeds for them.
They have since been paying yearly land rates to the city county and national government.

LESSON FOR THE DAY
All govt land falls under the Registered Land Act, CAP 300(Enda usome najua Wakenya hampendi kusoma) and is usually leasehold. Where for whatever reason govt land has to be surrendered for whatever private use, the land has to be degazzetted before being reallocated and new leases issued. Before the National Land Commission, the only other authority was the Miniostry of Lands.
Now it is absurd for anyone to imagine that you could approach the issue otherwise and escape consequences. Where some other authority usurps the powers not conferred to it in law over public land and goes ahead to dish it out, an illegality is committed which illegality is incurable in law. Tuzoee tuu.
