There is a lot of duplication and mismanagement of public infrastructure. Have you looked at how the police maintain their air wing? Wakati wa terrorist attack, where was the police aircraft? Why doesn't statehouse manage it's own aircraft fleet?

If the issue is mismanagement then change the managers! A man can only desist from misbehaving when the consequences of his actions are too painful to bear period.

What about resources for maintaining aircraft and training personnel? Why do we need go duplicate efforts. Why cant we streamline operations and take advantage of economies of scale?

How many public institutions train pilots or maintenance technicians? They are all ex-servicemen.
