About a decade ago GoK carried out anexercise to ascertain appropriateness of staffing levels. One of the tools they used, among many others I do not recall, was what they called Full Time Equivalence (FTE) which revealed such glaring understaffing in key gov't dep'ts that it was a wonder they ever managed to function. Of course the reports and recommendations were left to gather dust somewhere.
Jubilee came in singing the same song, and even contracted independent audit firms to biometrically verify and register civil service staffers, ostensibly to weed out ghost workers. Was the outcome of that exercise ever revealed?
