The health ministry has been paradise for tenderpreneurs for longer than some current voters lifetime, the only change now is that the tenderpreneurs are local.
Instead of reverting critical functions to a national government that already has too much on its plate Kenyans need to get involved in political activism at the grassroots where local civil society groups audit their counties expenditures & policies, activism worked against Moi forcing the man to cede ground, it should work against governors.
We just need voices that can threaten a governor's popularity bad enough to force a shift in behaviour.

Civil society isnt and shouldnt be limited to the Kiais and Githongos, Prof Wangari Maathai was in the civil society long before she vied and look what she achieved?
We only need to nations like the USA, Germany, France, Sweden where ordinary citizens with no political motivation push Presidents to the brink, outsourcing the fight for ideals such as quality affordable healthcare to politicians just opens up avenues for them to line their pockets through collusion, if we do not fight for what we want tutafirwa till kingdom come.
