Yeah, a 2016 report where less than 25% of the revenue was going to debt. The times Uhuru Kenyatta and friends pocketed 2B eurobond. Money is mostly lost thru development projects. A road worth 1B gets allocated 4B. Now we are borrowing to pay loans not to construct roads. There is no room for that kind of budget.

One of the most corrupt people in the country was going to end corruption. With people like drug dealer Joho as Lands CS and attempted murderer Babu Owino as Education CS. 😅😅🤣

There is corruption, and there is wastage, but there is no room for a kind of budget to fund illusions. Okiya ulikuwa voice of reason. What happened? Ama university education is equal to izo pesa znatumika kwa renovations?

Acha nikujibu na staki mabishano. Universities used to survive on parallel degree programs. Uhuru made sure these programs went under, yet he couldn't fund them sufficiently. Result ni all universities are too bankrupt to even afford salaries. Staff go for 6monhths without pay. Remember I told you our education consumes 1/3 of the recurrent expenditure(last yr ilikuwa more than 450B of the 1.1B recurrent expenditure). So how much do you think would be enough to fully fund universities? The govt has been forced to come up with a new funding model, coz there's no way you can fund these universities sufficiently. Ama unataka kusema there's a way to squeeze a share of the remaining 2/3 to fund the university? And don't forget rao suggestion that he'd be giving 6k to the poor.

Parallel programs went down when examinations marking became stringent. Isn't this true?

Anyway, I asked you how much is lost in corruption. You've avoided answering that because probably you know the amount is huge to fund some programs

During our time, only those with a B (plain) of 65 and above were eligible for govt sponsorship. That was less than 20k students. Now everyone with C+ is eligible for govt sponsorship- which is more than 130k today. Hatuwezi afford. Another unintended result is having millions of graduates with no job, na ndio hawa wako barabarani.

During your time, getting government sponsorship was not dependent on the grade. It was dependent on whether one got into a public university. The capacities in Universities increased that's why from the time Kibaki came into power fewer people go abroad for further studies.

Parallel programs reduced when everyone who qualified for public university got admitted after stringent exam marking.

If you want to revive parallel programs, it's easy. Give everyone A's and B's.

It's nothing to do with exam marking. The cut off previously was B+ for government sponsored. It was reduced to C+. Those who were below B+ were the ones paying for Self-Sponsored. The government obviously took on that load and there wasn't enough money for it. That is how universities went broke.

Correct. That was a blip. There were now fewer students and thus less funding. Now look at the trend since then. Have those numbers been going up or down? As recently as 2021 the figure was 145,145 for C+ and above. You would think there would be more funding for Universities. But at the same time the government was going broke.

When was the new model implemented? To quote, "The New Funding Model (NFM) is designed to align funding more closely with the needs of individual students rather than institutions. This approach aims to better address the diverse economic backgrounds of our students and ensure that financial support is available to those who need it most."

Now the government is directly funding the most needy more and the least needy less, hence the drop. Before, the funding was per student that is why the graph goes up whenever you have more students before 2023/2024.
