Kenya power logic

Last week Kenya power spent days disconnecting villages in E/Marakwet County that were allegedly connected illegally five years ago.
If it were me I'd have
-metered the connections as a matter of priority.
-Got into negotiations with the villagers about how we'll recover some of the money never billed.

But where were the managers those five years? Don't they patrol their assets to notice new lines erected without their knowledge?

Kenya Power is spending millions in development of distribution infrastructure. Its staff (or its contractors) put up infrastructure which KPLC never bothered to follow up and enter in its books. Now they come six to ten years and declare the infrastructure illegal and demolish it. Remember they paid contractors to establish the infrastructure.

Meanwhile I notice the so called "illegal connections" are the modus operandi in that part of Kenya going by these...






The alleged illegal "connectors" use KPLC materials - transformers, posts and wiring. Why destroy material it has bought with its own money which to me AMOUNTS TO DOUBLE LOSS.
I would advise they investigate and prosecute the culprits (mostly their staff, relatives and cronies!) to prevent more such incidents in future and onboard the customers to be legit customers. After all connecting all Kenyans is a Vision 2030 objective.

When you say KPLC you mesh in the entire personnel as having a single minded mentality!
What would be the purpose of illegal connection followed by the termination of the same years later?
People are different, and the management shouldn't negotiate with the beneficiaries at all.
