One is a private school the other is a county government waiting for NGO's and Kenyans online to do their work for them.

The first is government funded Tartar Girls High School (W Pokot) new block built with government funds.
The Jua Kali one is a primary school "classroom" in Kilifi where the Senate Speaker was two-term governor. The county got shs 726 million in equalization funds in last financial year and has been receiving equalization funds over the last ten years.

Well in that case, I'd say its simply a case of the electorate giving the wrong guy the job.
