When these fat cats loot, most of that cash is spent on 3 things: high end property, high end vehicles, and experiences (local and abroad). So basically, its the property developers and hotel owners who pocket most of that cash.

True. Don't forget the hundreds of thousands of dollars spent by governors and senior government officials on five star hotels and first class tickets for themselves and their socialite girlfriends.
