KEBS is the government agency responsible for:
1. metrology - equivalence in measurements e.g. 5 mil film),
2. Standardization -safety, quality, compatibility e.g. electrical socket for a bathroom shaver.
3 conformity assessment - tests to demonstrate that all specified requirements are met

Technical buyers know the requirements for the products they want to procure. For example, a laptop used by a drone operator in the field will need to be rugged, waterproof, daylight screen reading characteristics, dust protection, weight, size, etc. Such requirements and their conformity tests are documented and maintained by the relevant standards body (KEBS for Kenya).. For example,
MIL-STD-810G has waterproofing and dust protection specifications.

A technical buyer knows about reference manuals and standards to consult on when ordering. For example, a laptop that will be used for military field drone operations will need to meet a number of standards listed above. But then, can the military test every item to confirm that it meets these requirements? That's neither practical nor necessary.

This issue is challenging enough for big governments and organizations. What about the ordinary raia in the streets?

Price is not an object measure of a product's quality. Economics tells us that price is influenced by supply/demand, production costs, competition etc. In any case, buyers will always look for the best quality at the lowest prices. How do you do this without an objective quality standard?

I don't trust those 120 bob stations because of regulatory weaknesses. I'm therefore left with brand assurance. I fuel at Total at whatever price.

Weak regulatory framework leads to an inefficient economy.

I would fuel at locally owned petrol stations if I was confident about their fuel quality. Lakini corruption can't allow that. Can it?
