reality is big chunk of Kenyans are poor

wrongturn

Elder Lister
hard facts as stipulated by Ephraim, tax base will never expand as long as we don't have sound policies.
1.6m Kenyans with acs with 100k and above meaning most of us are either paycheck or medical bill away from severe poverty.

He is right on his final conclusion. Cracking down on tax cheats won't solve the situation. What I think Njenga fails to appreciate is that one of the main sources of revenues is VAT making up at least 24%. The moment people are robbed of disposable income the fewer products are purchased and the less revenues goverment collects.

So, how do you grow the tax base. The most effective way is getting money into people's pockets and precisely those people at the bottom of the pyramid who are the majority. They drive consumerism.

What the jubilee government has been doing is focusing on sealing tax loopholes, which has been effective to a point. They have then overburdened the citizens with more taxes reducing the amount of disposable income available in the economy killing revenue collection.

but question, how do you get money into people pockets without policies change, not giving handouts ,'coz from the above it's clearly government is broke.
Kibaki era did several policies including liberalization of airwaves and suddenly every corner mobile phone shops were opened creating new wealth and putting money into peoples hands, another policy change was on computers and boda bodas.
I don't believe in handouts but rather policies ,many folks will benefit, if you follow Biden ,bottom up approach, they're not giving handouts but rather playing with legislation

The narrative so far has been that bottom up is about handouts. But all what you have been seing is the messaging and marketing of a political idea. Simplistic enough for the bulk of the uneducated population to identify with. If you want to understand the policy behind it, just follow David Ndii who is the brains behind it all.
You are talking about fertilizer subsidies in agriculture, decriminalization of enterprises, reducing domestic borrowing, increasing ward development funds and cheap government business loans for SME's at the grassroots all meant to spur business and put money in the pockets of people at the bottom of the pyramid.

There are so many more things I am waiting to get from Ndii. The only thing lacking is political goodwill.

No need to wait. Just read NASA's 2017 manifesto like the one below + their planned economic policies. There's nothing new Ndii is saying

I saw Ndii mention this. This is exactly what I mean by political goodwill. Raila and his partners did not really care about changing economic policy and so this manifesto was thrown in the dustbin.
The question is, is Ruto lying? Will he implement these policies?

1.6M bank accounts holding more than 100k. The typical person in that level has at least 3 accounts with more than 100k each at different banks. They also have at least one business account or company account. The figures are actually worse because if you use that analogy, the number of people with accounts above 100k is probably 500k and not 1.6M.

Ndii even alluded to this when he was lashing the traitor on Twitter a few weeka ago, and Ndii also added that the traitor has no understanding of the same

Can't blame the traitor for not understanding. Economics sio rahisi. I'm sure even Ruto doesn't understand that's why when he talks about bottom up it sounds exactly what he told us in 2013 during campaigns.

The thing is this. Shida ya Kenya is corruption. But nobody wants to talk about that

How did you know Raila didn't care about changing economic policy yet he wasn't in power?

Ndii said as much. He said that Raila dropped this bottom up manifesto and wanjigi was commissioned to present another one that would help Raila acquire funding from wealthy interested parties.

This was in 2013 before winning elections. Isn't this the same thing being preached now christened with new name "bottom up"?

The political speak is the same. But the person leading government is different. In any case, my guiding principle for voting Ruto is to get this handshake partnership out of power. My only hope is that Ndii plays a considerable role in helping frame government economic policy.

you do take politicians very seriously. You forgot "in six months time".
Or you'll say he wasn't part of government.

Stadiums, laptops etc. I questioned this because I knew it was impossible. World class stadiums cost billions. Even laptops. It was smarter and cheaper to build computer labs or provide parents with vouchers to help the purchase laptops like they did for University students. Vitu zingine you should be able to identify as sweeteners/lies.

2017 there are people who voted Uhuruto to drive Raila to Bondo. Not sure how that is coming along for them. Free advice to you. If that's the reason for voting Ruto, you'll be disappointed.
