I personally still think this revenue sharing is bullshit. Let me explain.

As far as devolution is concerned, the Kenyan counties were formulated kama the states of the USA - the Katiba borrowed heavily from the US one on that score.

SASA, the problem is here; Kenyan counties almost completely depend on the central gavament (in the case of the US, Federal gavament) for virtually all their income. In the US, states raise their own income and spend it as they wish, with the federal gavament havng limited roles like say in security and times of disaster.

Here you have counties that when Treasury delays disbursement for a month they threaten to shut down BECAUSE they collect no revenue!

That right there is a recipe for endless corruption and disaster - people cannot be responsible for monies they don't earn, which is why MCAs from some counties are on endless foreign trips.

Again, why should MCAs around the country be paid uniform salaries and allowances? An MCA in Nairobi has rent of say 50K to pay, and his county can afford that. What is the rent for an MCA in Lamu? How much does Lamu collect to justify paying an MCA Sh400,000 a month - more than double what a doctor gets?

When you start thinking about these things you get very angry.....................the counties have just devolved corruption.
