The property belongs to the Tana and Athi Rivers Development Authority. They use it as a place for their staff to lodge when on field work on the area. I doubt their board made a resolution that they hire an arsonist so they defraud their insurers.

What of a ploy to build a "better" resort or to forestall any quantity survey on the initial cost of building?
