1. You disrupt coffee market.
2. After a long standoff you sell some of the farmers' unsold coffee
3. You then take ages to remit the proceeds until the farmers start grumbling
4. You then release some money with fanfare but farmers start demos all over coz what you are paying is much less than they were getting before disruption.
5 To hoodwink them you announce that you'll release 6.8 billions of tax payer money to settle the debts they owe.
6. Two weeks later you report that you are reconciling the debts before settlement.
7. Then the Government Buffoon says this
"Good News to Coffee Farmers. The Ksh 6.8 Billion Debt Waiver approved by Cabinet next week will be paid directly to farmers accounts. It is up to the lenders to subsequently look for the farmers to pay up through a Paybill or whatever. Government is not a debt collector. Going forward farmers are only going to receive loans from the Cherry Advance Fund"
