Not everything is negative. In fact, the CDF should be converted to ward fund. Those are the real people on the ground and actually live in their wards, not like the MP's in Nairobi.

Obviously, since it is new, it is going to be exploited but it will evolve as people are forced to vote in responsible MCA's.
