No..you are missing a key point. An economic point. Developed nations know very well that adhering strictly to the Kyoto protocol type agreements will greatly affect their growth...it's a delicate balance between economic growth and environmental protection.....US has so far refused to sign such agreements. It not an easy route and it may affect Biden's administration
