Uhuru signs into law five parliamentary bills

President Uhuru Kenyatta on Monday at State House, Nairobi signed into law five parliamentary bills among them the 2022 Supplementary I Appropriation Bill (Supplementary Budget).

Others were the 2021 Copyright (Amendment) Bill, the 2020 Kenya Deposit Insurance (Amendment) Bill, the 2022 Industrial Training (Amendment) Bill, and the 2019 Employment (Amendment) Bill.

The newly signed Supplementary Budget unlocks a total Shs 139,752,936,287 exchequer funds for use in drought-related interventions; security operations; election preparedness; fuel stabilization; and settlement of pending bills among other pressing public needs.

A sum of Shs 34,446,813,295 from the Supplementary Budget has been allocated to the Government fuel stabilization programme aimed at cushioning Kenyans from high cost fuel prices occasioned by the worsening global energy crisis.

Yes. When you purchase fuel you also pay a petroleum development levy of around 5 shillings per litre. This goes into the subsidy kitty. The reason why I am saying that there will be a new crisis soon is because the reason why the kitty had been drained is because treasury has been dipping into it for other budgetary issues i.e debt repayment. You can therefore deduce that money has probably been taken away from somewhere to fund this subsidy and then they will seal that hole with debt later on. I don't envy the incoming government. Watapata shida kubwa sana huko treasury.

Ok. Let me give a scenario. Don't have actual figures.

The price of fuel in Kenya is set by the gavament based on the price at the international market. The gavament factors all inputs including the profits of the sellers At some point, this final cost was too high, and the gavament told the sellers to sell prices way below this and the gavament would top the difference. So, the marketers would buy at say, 130, but sell at 125 expecting the gavament will top up with 10 bob (what we are calling the fuel stabilization fund) so that at least they get a profit of 5bob. The gavament hasn't done that, and the arrears have accumulated to over 13bn.
So now the marketers wamesema hawachukui any more fuel until the arrears are settled.

The actual name is Petroleum Development Levy
And I think it's purpose was to fund exploration activities, not cushion against the price increase. I could be wrong, though.
