What happens is this kind of case is that so many powerful people are involved such that if some were arrested they would name others and those others would name others and so forth and eventually expose the full extent of the rot and potentially bringing down the whole GOK when citizen get the full details in court hearings.

So the thieves opt to just not even pretend to act because the only consequences are noise from the public who can do nothing and can be ignored.
