That recurrent expenditure is too high.
 
Wacha waalimu walipwe, its actually not a bad profession
You miss the point. I dont doubt that. Perhaps the development expenditure should match that if real reforms were to take place. Nothing plays a bigger role in development than education. There is indeed a marked correlation between education and poverty eradication.
