The president has declared a pay rise of between 7%-10% for civil and public servants below the rank of PS. No increase for state officials as previously mentioned

That's sum's it up quite well, in addition to your point, add that the increment takes you to the next tax bracket and 4 out of the 8k is hived off by PAYE deductions.
