You bribe to be assigned a motorbike. The Bmw are ex-escort stripped. Depending on "income" in a route the higher the daily submission quota. Civil service in Kenya is not a service but a route to quick ill gotten riches.

This was in a newspaper article covering internal police corruption. Promotion also works the same, the junior cops who bring in the most corruption money is almost guaranteed to be promoted because the bosses that receive the money "know him" and can see his/her "good work".
