I can't count the number of allotment letters issued by the former Nairobi city council that I have personally seen or held in my hands.
Up until about last year when title deeds were issued most of the plot owners in the neighboring Kariobangi light industries only held allotment letters issued by the council.
Go and argue with those who own land there.
