As of the presidential decree extending Nairobi metropolitan borders, Northlands is in Nairobi.

I'm going to trace my comment where I predicted that Kenyatta family is going to change country borders and then:

a) Have Northland's included in Nairobi
b) Build a headquarters-like city
c) Lease it to GoK for 99(9) years at ridiculous terms like requiring that it has to be fully occupied before GoK seeks other offices elsewhere.
