I find it very hard, almost unbelievable to be electrocuted in such a manner.
This is an 11kv line. The electrical resistance of concrete is roughly 1000 ohm/mm. Meaning a 20ft (6000mm) pole has a resistance of 6 mega-ohms.
The maximum current, assuming perfect connections at both ends would be 2mA.
Not enough to kill a rat.

Edit: It is actually a 415V line. Current is 0.07mA.
Can't kill a mosquito.

Probably, and most definitely, the pole has steel reinforcement which could be exposed at the top and also at the point where the guys put their metal rods.
In this case, the current is almost . Enough to roast a in realtime.
